Sciopero e privatizzazione

Lo sciopero è nato come forma di "ricatto" contrattuale per migliorare il trattamento economico dei lavoratori o per ottenere alcuni diritti fondamentali in azienda

Purtroppo, negli ultimi anni, questa forma di protesta è stata sempre più usata ma con scarsi risultati. Non molto tempo fa, è stato confermato uno sciopero autostradale il passato 25 e 26 di Agosto, un fine settimana in cui era previsto un traffico particolarmente intenso a causa del rientro di molte persone dalle vacanze. Lo sciopero è stato indetto dai sindacati FILT Cgil (Federazione Italiana Lavoratori Trasporti), FIT Cisl (Federazione Italiana Trasporti), Uiltrasporti, UGL Trasporti e Cisal (Confederazione italiana sindacati autonomi lavoratori). Questi scioperi vengono seguiti anche di ulteriori disaggi in Europa, per lo sciopero dei piloti Ryanair, in programma per 48 ore fra il 22 agosto e venerdì 23. Numerosi i disagi in tutta Europa, Italia inclusa, dopo la protesta lanciata dai sindacati Forsa e Belpa in Irlanda e nel regno Unito, che apri la strada ad una ondata di agitazioni che si allungarono a macchia d'olio in molti Paesi del Vecchio Continente in uno dei periodi più caldi per il trasporto aereo con le ferie estive.

Questo ci porta a pensare, e la privatizzazione la colpevole di tanto sciopero? E il sciopero un modo di migliorare i diritti dei lavoratori o invece un istrumento obsoleto?

Le privatizzazioni rappresentano in primo luogo l’opportunità di ridare un effettivo assetto concorrenziale ai mercati interessati, facendo ritirare la mano pubblica dalla proprietà e concentrandola sulla regolazione, da realizzarsi attraverso Autorità indipendenti. Solo in secondo luogo rappresentano l’occasione per ottenere introiti straordinari per finanze pubbliche problematiche.

Privatizzazioni fatte bene richiedono preventivi processi di liberalizzazione e di riforma della regolazione, dei quali rappresentano un aspetto complementare ma necessario. Le privatizzazioni fatte senza queste riforme sono cattive privatizzazioni poiché trasformano monopoli pubblici in monopoli private.

Nel caso d´Inghilterra e stata la Thatcher ad avviare le privatizzazioni, svendendo le risorse della nazione a una nuova oligarchia di azionisti. Un esperimento che ha allargato i confini del libero mercato, sostengono i suoi ammiratori. Secondo i suoi avversari, invece, è stata la trasformazione del paese in una terra desolata, in cui le strutture del vivere civile sono state annichilite e sostituite dall’egoismo e dall’avidità.

Affidare ai privati gli appalti pubblici consentirebbe di ridurre i costi per lo Stato, di generare un circolo virtuoso di concorrenza e di incrementare gli investimenti per migliorare il servizio. Tutto a vantaggio del bene collettivo.

Una società privata, infatti, deve sostenere massicci costi iniziali in termini di strutture, personale e tecnologia. Deve assicurare un servizio capillare e costante, affrontare la morosità cronica di alcune fasce di popolazione, difendersi dagli altri concorrenti in sede di gara d’appalto proponendo progetti ambiziosi di crescita. Per farlo, una società privata non può chiedere fondi allo Stato: deve aumentare le tariffe.

Succede dunque, ancora e sempre, che quella che viene raffigurata come una massa passiva, fiacca e ignorante, sappia riscoprire l’essenza, sfidando la storia ufficiale, i grandi destini, l’Europa che chiede genuflessione e privatizzazione Protestare per riaffermare il diritto a un reddito, visto non solo come ideologico antagonismo al pensiero dominante ma come una vera cura fisica della mente. Sciopero, dunque, anche per dare un senso all’uomo e alla donna flessibili moderni, per fargli intravedere qual è la via di fuga, personale e collettiva.
